$REFI plays two roles in the USDREFI system:
Holder rewards — Distributed alongside USDREFI yield via Merkl campaigns, giving depositors exposure to protocol upside
LP incentives — Distributed to Uniswap pool liquidity providers to maintain exit liquidity depth
